Ben Carroll has emerged as Victoria’s incoming leader after Jacinta Allan stepped aside as premier, bringing a rapid conclusion to a destabilising period for the Labor government.
Carroll has served as deputy premier and education minister and has spent 14 years in state parliament. His path to the top accelerated after colleagues told him Allan had lost majority support in caucus. Allan then resigned before the meeting that was expected to test her leadership.
The transition gives Carroll only a short period to define his leadership before the November election. His immediate challenge is to unite the parliamentary party while explaining what he would change in government policy and style.
Leadership changes can produce a temporary lift in attention, but voters are likely to judge Carroll on practical issues including hospitals, schools, transport, housing and the cost of living. The opposition will argue that the change reflects long-running government instability; Labor will present it as a chance for renewal.
A compressed political test
Carroll’s first ministry, policy priorities and response to questions about the leadership transition will shape the opening weeks. The central question is whether Victorians see a fresh start or continuity under a new leader.
